In 1846, Grey succeeded in his efforts to pass the convict discipline bill which laid the foundation for the modern British prison system. During his first tenure at the Home Office he also dealt with relief efforts to the victims of the Irish Potato Famine and trying to subdue the Irish rebellion of 1848.
